When drafting the proposed Order in Council, it will be for considération whether Nos. (1) - (iv) above should be appointed by name or by office, and whether provision should be made for delegation of their duties in this respect to their deputies.

Send a copy of (72) (provided) to the Foreign Office for transmission to Chungking, saying that a Committee, to be the representative body of Hongkong University, will now be constituted under an Order in Council, and that the Committee will administer both the soholars regarding Medical Degrees, and the University funds; and add that the Foreign Office request for payment from the interest from the University funds will be considered by that Committee.

apply for assistance from Hongkong funds at (27) (2(b)), but the Ambassador suggests that, in view of the fact that Lingnan University has already received a grant of £1,000 from Hongkong University funds, any further grant might more suitably be requested from the United Aid to China Fund. Foreign Office, however, in its determination to use Hongkong University funds for any scheme in Free China where Hongkong students are in any way concerned, feel that Hongkong University funds should be utilised for this purpose.
